LAND APPLICATION SYSTEM IMPROVEMENTS
FOR THE
CITY OF UVALDA, GEORGIA

Sealed proposals will be received by City of Uvalda, Georgia, at City Hall, P.O. Box 298, or 205 West Main Street, (Shipping Address Only – No Mail Received at Street Address) Uvalda, Georgia 30473 until 11:00 A.M. local time, December 19, 2025, at which time and place they will be publicly opened and read.  No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.

The work to be done consists of furnishing all materials, equipment and labor for the construction of:

Furnishing all materials, equipment and labor necessary for modifications to the existing Land Application System (LAS) including constructing a new mechanical bar screen structure and installation of equipment, replacement of Spray Field Irrigation Pumps and installation of a floating weirs to include all electrical, mechanical, structures, painting piping and all appurtenances.

Time allotted for construction is 270 consecutive calendar days for substantial completion and 300 days for final completion.  Construction must be completed by October 2026.  Proposals for the complete work in one (1) general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

The work to be performed under this contract is partially funded with federal funds from the State Fiscal Recovery Fund (SFRF) Water Sewer Infrastructure Grants established via the American Rescue Plan Act of 2021 and therefore is subject to federal laws and regulations associated with that program.

All proposals shall be accompanied by a Bid Bond drawn in favor of the City of Uvalda, Georgia, in the amount of at least 5% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the City of Uvalda, Georgia.  Each bond shall be equal to 100% of the contract amount.  The Bid Bond shall be forfeited to the City of Uvalda, Georgia as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within 10 days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the office of the City of Uvalda, Georgia and at the Turnipseed Engineers offices in Augusta and Atlanta.

Plans and specifications must be obtained at https://turnipseed.com/current-projects/out-for-bid/.  A digital copy of the plans and specifications as well as one (1) printed copy of the specifications will be provided upon receipt of $200.  Printed full size or reduced drawings are available upon request at no additional charge.

The Owner reserves the right to reject any or all bids and to waive informalities.
