JOB SUMMARY
This position is responsible for administering the city's building code by supervising building plan review and inspection processes.
MAJOR DUTIES
Completes plan reviews to ensure code compliance.
Issues building permits.
Performs inspections of all new construction and alterations, including building, electrical, plumbing, HVAC, and gas inspections.
Checks zoning requirements for buildings, water services, and sign permits.
Receives complaints from the public and investigates these complaints.
Provides information to the public regarding building and zoning regulations.
Serves as secretary of the Planning and Zoning Commission; gathers information for meetings; runs notices in newspaper; installs required public signage.
Oversees new road construction and all road resurfacing projects.
Maintains building department records.
Monitors compliance with the National Flood Insurance Program.
Enforces ordinances for the abatement of public nuisances.
Completes required continuing education and training.
Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of building codes, zoning regulations, city ordinances, and ADA requirements.
Knowledge of building construction techniques and materials.

Knowledge of floodplain management principles and regulations.

SUPERVISORY CONTROLS
The City Administrator assigns work in terms of department goals and objectives. Work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include city ordinances, the International Building Code, the International Plumbing Code, the NEC electrical code, the International Energy Code, the International Mechanical Code, floodplain regulations, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied management, enforcement, plan review, construction inspection, and supervisory duties. Strict regulations and the unique nature of each projects contribute to the complexity of the position.

Contacts are typically with co-workers, other city personnel, property owners, design professionals, contractors, developers, property owners, elected and appointed officials, and members of the general public

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, stooping, bending, walking, or crouching. The employee occasionally lifts heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, etc. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
Possession of or ability to readily obtain the appropriate state certification for the type of inspections conducted.
