Summary

 

THE CITY OF SOPERTON, GEORGIA IS HIRING A PUBLIC WORKS DIRECTOR

JOB SUMMARY

 

This position is responsible for directing the operations of the City of Soperton Public Works Department.

 

MAJOR DUTIES

 

1.     Hires, trains, assigns, directs, supervises, evaluates, and disciplines department personnel; implements promotions as appropriate; directs departmental training; reviews leave and overtime requests; coordinates the administration of performance evaluations.

2.     Oversees the inventory of department equipment, vehicles, and supplies; performs vehicle and equipment inspections; ensures the availability of adequate materials; directs departmental purchases; researches new equipment and materials for acquisition; oversees the maintenance and repair of vehicles and equipment.

3.     Directs all functions of the Public Works Department, which includes streets, water/sewer, and sanitation; coordinates daily work activities; organizes, prioritizes, and assigns, work; develops work schedules; monitors status of work activities.

4.     Interprets, explains, and ensures departmental compliance with all applicable codes, rules, laws, regulations, standards, policies, and procedures.

5.     Ensures adherence to established safety procedures; monitors work to ensure compliance; initiates related remedial or disciplinary actions.

6.     Ensures compliance with department policies and procedures; provides direction and assistance for more complex incidents and situations.

7.     Completes a variety of regular and special reports; reviews the reports of subordinates for accuracy and completeness.

8.     Ensures proper staffing levels in the public works department, as authorized by the mayor and city council.

9.     Maintains direct communication with the mayor to ensure that directives from elected officials are implemented effectively.

10.  Maintains ongoing communication with the mayor’s appointed officials responsible for street department, water/sewer department, and sanitation department operations.

11.  Attend city council meetings, as required, reporting on departmental activities and monitoring council expectations.

12.  Develops and administers operating budget for the department; makes recommendations for capital purchase to the mayor; reviews division budget requests; presents and defends budget to Mayor, Finance Manager, and City Council as required; monitors expenditures to ensure compliance with approved budget.

13.  Performs other duties as assigned.

14.  Upholding honesty, integrity, and promptness in both reporting and communication.

 

 

SUPERVISORY CONTROLS

 

The Public Works Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

 

GUIDELINES

 

Guidelines include local, state and federal laws and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. 

 

COMPLEXITY/SCOPE OF WORK

 

·       The work consists of varied supervisory, public works duties. The need to respond to emergency, after-hours, and unforeseen circumstances contributes to the complexity of the position.

·       The purpose of this position is to supervise and participate in general public works and administrative functions as assigned.  Successful performance contributes to the welfare of the general public.

·    Contacts are typically with co-workers, representatives of other departments; business and civic leaders; and members of the general public.

·       Contacts are typically to give or exchange information, resolve problems, and provide services.

 

PHYSICAL DEMANDS/ WORK ENVIRONMENT

 

·       The work is occasionally performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and occasionally heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

·     The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to irritating chemicals. Work requires the use of protective devices such as masks, goggles, or gloves and of specialized public works equipment.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

 

This position has final responsibility and authority for the accomplishment of objectives, utilization of resources, and personnel administration decisions within a major area, department, or unit.

 

MINIMUM QUALIFICATIONS

 

·       High school diploma or GED.

·       Education and/or specialized training in areas such as water and sewer repair, water and wastewater operations, road maintenance, public works department safety procedures, budget preparation and management, and personnel management are highly desirable.

·       Direct experience in municipal or county public works operations is required.

·       Comparable experience in related activities within the private sector may be considered.

·      Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
