Invitation to Bid: 2025 Lift Station 13 Rehabilitation
Bids Due: March 31, 2026 at 2:00 PM EST

The City of St. Marys, Georgia solicits sealed competitive bids for all material, labor and
equipment for the “2025 Lift Station 13 Rehabilitation”. Bids will be received up to and until
March 31, 2026 at 2:00 PM EST at St. Marys City Hall, 418 Osborne Street, St. Marys, GA
31558. Bids received after the specified time or received in any location other than that listed will
not be accepted. No BIDDER may withdraw his bid within sixty (60) days after the date of Bid
opening.

Project includes approximately Replacement and Rehabilitation of Lift Station 13 with all related
accessories as shown on the plans and called for in the Contract Documents and Technical
Specifications. Bids shall be on Unit Price Items. The project shall be Substantially Complete within
270 calendar days from the date of notice to proceed of the contract.

Each BIDDER must deposit with his bid, security in the amount of 5%, and shall be subject to the
conditions provided in Section 00200 “INSTRUCTION TO BIDDERS.” Each Bidder is required to
submit a “Bid form”, “Bid Bond”, “Form of Qualification of Bidder”, “Non-Collusion Affidavit” and
“Immigration and Security Form” as outlined in Section 00250. This contract is USEPA funded.
DBE, MBE, WBE, EEO & BABAA compliance; Davis Bacon and Related Acts; and Wage
Rate Determination.

A Mandatory Pre-Bid Meeting will be held at 2:00 PM on March 3, 2026 at 418 Osborne
Street, St. Marys, Georgia 31558 in the Council Chambers.

The City of St. Marys will receive bids until 2:00 PM on March 31, 2026 at 418 Osborne Street,
St. Marys, Georgia 31558.

Bids must be submitted in a SEALED ENVELOPE OR PACKAGE and clearly labeled:

responsible to the City. The City is not liable for any cost incurred by vendors in the preparation of
this bid.

City of St. Marys. Vendors should rely only on written statements.

The City of St. Marys reserves the right to reject any or all bids, to waive informalities and to readvertise,
pursuant to federal and state law.

The City of St. Marys, in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of
the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that
in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined
at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will
