TITLE:  TRANSPORTATION ENGINEER

SUMMARY:    This classification performs technical traffic and transportation responsibilities.  The incumbent reports to the Traffic Operations Division Manager and oversees the signing and marking and traffic engineering service units. and the design of traffic signal plans.  Develops intersection improvement projects, new traffic signal plans and traffic signal permit modifications.  Under general supervision, performs traffic engineering work organizing and directing County traffic engineering studies and services.  Work includes but is not limited to responding to citizens’ concerns and requests for service and assistance.  The position is responsible for field data collection, reviewing and analyzing plans, report writing, coordinating with field supervisors, and ensuring compliance with GDOT and MUTCD.  Must gain experience in County’s UDC Code to ensure development plans are properly designed to County standards.  Must be experienced with traffic engineering design/ operations concepts and literature, and with leading employees in an effective manner.  Must possess close contact with GDOT District Seven staff and GDOT design standards.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

 

·       Preparing and/or modifying intersection improvements projects in compliance with County and State design standards

·       Developing traffic signal permit revision drawings for GDOT submittal

·       Performing multi-way stop and signal warrant analysis

·       Preparing and/or managing the development of signal-timing plans for both isolated and coordinated traffic signal systems

·       Monitoring all traffic signals for needed adjustments due to changes in traffic patterns or demand

·       Developing traffic control regulations in compliance with all laws, ordinances, and standards, i.e., speed regulatory changes, school zone limits, development of traffic ordinances.

·       Developing scope of work, estimates, and construction phasing for traffic signal and intersection improvements

·       Reviewing traffic signal related engineering drawings submitted by consultants for approval

·       Assisting in the review of development plans as they relate to access management and traffic operations and County UDC Code

·       Performing traffic and transportation research, analysis, planning, and design; maintaining the traffic operation infrastructure, signing and pavement markings; formulating corrective measures for high accident locations

·       Responsible for county wide traffic calming program, neighborhood traffic management, coordination of traffic calming studies, and implementation

·       Recording and investigating citizens’ concerns, complaints, and service requests; identifying and determining solutions to issues

·       Prioritizing, scheduling, assigning, and monitoring work performed under assigned Traffic Operations Units

·       Organizing and maintaining a database of traffic systems related information; traffic accident data, traffic counts, speed data, truck classifications, et cetera

·       Planning and conducting special traffic and safety studies and preparing comprehensive reports

·       Directing and instructing superintendents or senior technicians on work methods, procedures, and standards related to their assignments

·       Preparing plans and cost estimates for traffic operations projects

·       Monitor federal and state grant opportunities and prepare competitive funding applications.

·       Represent Douglas County at regional agency meetings and professional organizations, such as ITE, ASHE, ASCE, etc.

·       Interviewing, recommending hiring, supervising, training, counseling, and evaluating subordinate personnel

·       Investigating vehicular accident reports and traffic hazards to assure roadway safety for drivers and pedestrians

·       Collecting and analyzing traffic engineering data in order to determine the adequacy of existing or need for additional traffic control measures

·       Communicating with supervisors, other departments, developers, consultants, and engineers to coordinate traffic operations projects and resolve problems

·       Performing other duties as assigned

QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:

 

·       Bachelor's degree or higher from an accredited college or university with major field of study in civil engineering, transportation, or related discipline, with specialized focus in Traffic Engineering or Transportation

·       Certification as an Engineer-in-Training (EIT) or capable of obtaining certification within two years

o   Highly preferred – Possess and maintain a State of Georgia Professional License as a Registered Professional Engineer

·       Minimum of five years professional related work experience to include:

o   Minimum three years of which were performed in a supervisory capacity, directly related to Traffic Engineering or Transportation

o   Preferred – two or more years which were served in public DOT

·       Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division in order to direct and coordinate work within the division

·       Experience sufficient to thoroughly understand the work of subordinate positions to answer questions and resolve problems usually associated with three years’ experience or service

·       An equivalent combination of education and experience may be considered

 

ELIGIBILITY REQUIREMENTS:

 

  • Must be 18 21 years of age or older
  • Ability and willingness to drive a county vehicle

·       Must meet all eligibility requirements established by the Board of Commissioners

·       Must be willing to submit to random drug and alcohol screening as directed

 

CERTIFICATES, LICENSES, REGISTRATIONS:

 

·       Possess and maintain a valid Georgia Driver's License (Class C) and a satisfactory motor vehicle record (MVR)

·       Preferred - Possess and maintain a State of Georgia Professional License as a Registered Professional Engineer, or EIT, or the ability to obtain it within six months of employment.

·       Preferred - Possess a Professional Traffic Operations Engineer registration, or the ability to obtain it within six months of employment.

·       Employee is expected to be an active member in the Institute of Transportation Engineers (ITE)

·       Other duty-specific certifications may be required during employment to satisfy specific assigned duties and responsibilities

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of county and department operations, ordinances, policies, procedures, terminology, codes, and/or materials as they relate to transportation and traffic engineering
  • Knowledge of applicable local, state, and federal laws, rules, and regulations as they relate to assignment; GDOT standards and specifications
  • Knowledge of road engineering principles, techniques, guidelines, practices, tools, supplies, and equipment as related to assignment; including sign fabrication and sign preparation
  • Knowledge of all functions of a modern Department of Transportation including traffic engineering, signing and marking, signals, and road maintenance
  • Knowledge of traffic control devices, maintenance, and design specifications
  • Knowledge of regulations, ordinances, and policies pertaining to traffic control devices
  • Knowledge of the MUTCD (Manual of Uniform Traffic Control Devices), IMSA, and NEMA standards
  • Knowledge of AASHTO roadway geometric design policy and guidelines
  • Knowledge of public administration, supervisory, and management principles, practices, and procedures

WORK SCHEDULE:

 

·       This position is assigned a forty hour work-week

·       Emergency standby; the employee in this classification may be required to provide 24 hour on-call coverage
