Water & Sewer Field Operations Foreman/Equipment Operator lll (CDL Required)


Summary

JOB SUMMARY

This position operates a variety of equipment in the construction, repair, and maintenance of the city’s water distribution and sewer collection systems. This position has functional supervision over assigned personnel and is also an On-Call required position. 

MAJOR DUTIES

  •  Repairs and replaces water system infrastructure. 2. Repairs water main breaks.
  •  Repairs and replaces sewer system infrastructure.
  •  Operates a variety of heavy and light equipment.
  •  Drives and operates crew trucks, dump trucks, vac-con truck, etc.
  •  Supervises the work of the assigned work crew. 7. Flush and bleeds main and services.
  •  Performs chlorine tests on water mains. 9. Completes paperwork for each work order.
  •  Responds to on-call emergencies after hours.
  •  Performs all other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

  •  Knowledge of heavy equipment operation principles and practices.
  •  Knowledge of water and sewer systems maintenance and repair principles.
  •  Knowledge of water & sewer parts and fittings.
  •  Knowledge of safety rules & regulations.
  •  Knowledge of computers and job-related software programs.
  •  Skill in personnel management.
  •  Skill in oral and written communication.
  •  Skill in operating various types of equipment.
  •  Skill in critical thinking & problem solving.

SUPERVISORY CONTROLS

The Water & Sewer Manager & or Water & Sewer Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES 

Guidelines include state and federal regulations and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY/SCOPE OF WORK 

  • The work consists of varied heavy equipment operation duties. Inclement weather and field conditions contribute to the complexity of the position.
  • The purpose of this position is to operate heavy equipment in the repair and maintenance of the water and sewer systems. Success in this position contributes to efficient and effective operations of this department.

  • Contacts are typically with co-workers, other city employees, contractors, customers, and members of the general public.
  • Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services. 

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed typically while intermittently sitting, standing, walking, stooping, bending, or crouching. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes sense of smell.
  • The work is performed outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, and contagious or infectious diseases, or irritating chemicals. Work requires use of protective devices such as masks, goggles, and gloves.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY 

This position has functional supervision over assigned personnel within an area, department, or unit. Functional supervision typically involves the ability to assign, coordinate, and review quality and quantity of work of other employees.

MINIMUM QUALIFICATIONS 

  •  High school diploma or equivalent required.
  •  More than three years of related experience required.
  •  Possession of a commercial driver’s license (Class A) (CDL) issued by the State of Georgia with an “N” Endorsement. Or possession of a (Class B) (CDL) with an “N”   Endorsement with a requirement of a (Class A) (CDL) within the first 6 months of employment. 
  •  Possession of or ability to readily obtain state certification as a Water Distribution Systems Operator.
  •  Possession of or ability to readily obtain state certification as a Collection Systems Operator.
  •  Must successfully pass criminal background and Motor Vehicle checks.
  •  Must successfully pass post-offer DOT drug screening and physical.
