Traffic Signal Technician III (Engineering)


Summary

JOB SUMMARY
This position involves performing technical duties related to the installation, maintenance, and repair of traffic signals and other traffic control systems. This position also supervises, trains, and coordinates the daily activities of the Level I and II traffic signal technicians.

MAJOR DUTIES
1. Leads and coordinates daily work activities of assigned crew: confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; assists with scheduling of staff and staff training; and provides input on disciplinary action and employee performance evaluations.
2. Coordinates with contractors, technical support personnel, and other departments on the completion of projects. 
3. Follows safety procedures, reports unsafe activities and conditions, utilizes safety equipment, and monitors the work environment to ensure the safety of employees and other individuals; presents safety presentations to staff. 
4. Installs, maintains and repairs traffic signals, caution lights, school flashers, speed zone flashers, and vehicle approach cabinets/lights, pedestrian signals, ground and aerial traffic signs and related equipment; performs preventative maintenance activities; responds to traffic control device outage calls; troubleshoots and repairs equipment; completes verbal and written status reports; and completes work orders and requests for maintenance.
5. Tests equipment: tests traffic cabinets before installation to ensure safe operation; prepares foundations and installs electrical devices for traffic cabinets; tests traffic cabinet and electrical disconnect grounding system; tests conflict monitors and malfunctioning management units; programs and tests traffic controllers.
6. Receives and responds to concerns, complaints, and inquiries from both internal and external customers; participates in communication and public educational efforts regarding specific assignment area
7. Drives and maintains work site trucks operates bucket truck; performs pre-trip vehicle inspection; checks fluid levels and tire pressure; fuels vehicle; and reports problems with vehicle to supervisor.
8. Ensures compliance with all applicable Federal, State, and County regulatory standards and procedures.
9. Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION
1. Ability to learn, comprehend, and apply all City or Departmental policies, practices, and procedures necessary to function effectively in the position. 
2. Ability to effectively function in a supervisory capacity, including instructing, reviewing work, maintaining standards, and coordinating activities. 
3. Ability to apply principles of motivation and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems. 
4. Knowledge of the Manual of Uniform Traffic Control Devices (MUTCD).
5. Knowledge of traffic control cabinet components.
6. Knowledge of traffic control software.
7. Knowledge of fiber optic and electrical wiring principles.
8. Skill in the construction, installation, and repair of traffic signals and other traffic control devices.
9. Skill in the operation of a bucket truck. 
10. Skill in interacting with the general public.
11. Skill in oral and written communication. 

SUPERVISORY CONTROLS
Coordinates daily work activities; organizes, prioritizes, and assigns work; develops work schedules and work assignments; monitors status of work activities; meets/confers with assigned staff to discuss activities, problems, and pertinent information; assists with problem situations; and provides technical expertise. Provides input on disciplinary action and employee performance evaluations.

GUIDELINES
Guidelines include the MUTCD and City and Department policies and procedures.  These guidelines are generally clear and specific but may require some interpretation in application. 

COMPLEXITY/SCOPE OF WORK
• The work consists of related technical duties. Heavy traffic and inclement weather contribute to the complexity of the work.  
• The purpose of this position is to install, maintain, and repair traffic signals and other traffic control systems and to direct and assign work to other traffic signal technicians.  Successful performance in this position contributes to traffic and pedestrian safety in the City.

CONTACTS
Contacts are typically with co-workers, other City employees, contractors, utility representatives, and members of the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
• The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping.  The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment that require a high degree of dexterity, and utilizes their sense of smell.
• The work is typically performed in an office and outdoors, where the employee may be exposed to noise, dust, dirt, grease, and inclement weather.  Work requires the use of protective devices such as masks, goggles, gloves, etc. 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

MINIMUM QUALIFICATIONS
• Associates degree required; and
• More than four years of related experience required; or
• Any equivalent combination of education, experience, training which provides the knowledge, skills, and abilities to perform the work.
• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
• Georgia Department of Transportation Flagger Certification.
• Must possess or obtain within one year of employment, IMSA Work Zone Traffic Control Safety Certification and IMSA Traffic Signal Level I &II.
• Must successfully pass a criminal background check, motor vehicle report check, post-offer drug screen, and physical.
