JOB SUMMARY This position is responsible for supervising City road and infrastructure maintenance and construction activities. MAJOR DUTIES • Directs and manages road and pipe infrastructure maintenance and construction activities. • Plans and schedules department projects; responds to work order requests. • Schedules, assigns, and supervises staff. • Ensures safety compliance of projects and project staff; inspects accuracy of work. • Monitors drainage systems including canals and ditches. • Monitors and supervises equipment maintenance. • Orders parts and supplies. • Monitors project expenditures; approves invoices; requests additional funds. • Coordinates work of the Probationary Women Crew. • Performs related duties. KNOWLEDGE REQUIRED BY THE POSITION • Knowledge of road and pipe construction and maintenance methods and practices. • Knowledge of related local and state laws. • Knowledge of basic accounting procedures. • Knowledge of computers and job related software. • Skill in planning, organizing, directing and coordinating the work of personnel. • Skill in the analysis of problems and the development and implementation of solutions. • Skill in operating required maintenance equipment. • Skill in oral and written communications. • Skill in interpersonal relations. SUPERVISORY CONTROLS The Streets and Water/Wastewater Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results. GUIDELINES Guidelines include City and department policies and procedures, City codes and ordinances, and related federal, state, and local laws and permit requirements. These guidelines require judgment, selection and interpretation in application. COMPLEXITY/SCOPE OF WORK • The work consists of duties related to the management and supervision of road and infrastructure construction and maintenance activities. Personnel shortages contribute to the complexity of the position. • The purpose of this position is to direct the maintenance and construction of City streets and infrastructure. Success in this position helps ensure safe and serviceable roadways for the City of Pembroke. CONTACTS • Contacts are typically with co-workers, other City agencies and employees, and members of the general public. • Contacts are typically to provide services; to give or exchange information; to resolve problems; or to motivate or influence persons. PHYSICAL DEMANDS/ WORK ENVIRONMENT • The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of colors. • The work is typically performed in an office, library or computer room and exposes the employee to machinery with moving parts, the outdoors and occasional inclement weather. SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over Crew Leader, Heavy Equipment Operator, Building Maintenance Technician, and Street Maintenance Worker I. MINIMUM QUALIFICATIONS • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/d
