CLASS SPECIFICATION
POSITION TITLE: Stormwater Administrator
REPORTS TO: Public Works Director
DEPARTMENT: Public Works
SALARY: $55,000 - $65,000 annually (Full-Time)
NATURE OF WORK
The City of Stone Mountain is looking for a self-motivated professional person to join the Stone Mountain team in the position of Stormwater Administrator. The Stormwater Administrator is responsible for managing and implementing the organization’s stormwater management program in compliance with federal, state, and local regulations. This position plays a critical role in ensuring environmental protection, regulatory compliance (including NPDES Phase I/II MS4 permits), flood mitigation, and sustainable stormwater infrastructure planning and maintenance.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Develops, implements, and manages programs required for compliance under NPDES Phase 2 MS4 Stormwater Regulations.
- Conducts inspections of stormwater infrastructure and stream networks, including water sampling, to determine outfall locations, identify sources of illicit discharges, code violations, and stormwater control measure (SCM) compliance.
- Enforces the City Stormwater/Watershed Ordinances; issues violation warning notices and noncompliance fines.
- Develops, implements, and conducts public education, community outreach programs, and training and educational workshops for property owners, contractors, engineers, developers, and City employees.
- Assists in developing new procedures and programs necessary to comply with changes and updates of the NPDES Phase 2 MS4 Permit requirements.
- Responds to public inquiries and investigates complaints related to environmental regulatory requirements, flooding and Stormwater/Watershed Ordinance violations.
· Work involves providing technical guidance with considerable contact with the public and regulatory agencies on issues requiring judgment, firmness, customer service, negotiation and tact. The ability to multi-task is essential.
QUALIFICATIONS
- Bachelor’s degree in Civil or Environmental Engineering, Environmental Science, Public Administration, or a related field.
- 3+ years of experience in stormwater management, environmental compliance, or civil engineering.
- Experience with MS4 permitting and stormwater program implementation preferred.
- Certified Stormwater Manager (CSM), Certified Floodplain Manager (CFM), or similar credential REQUIRED.
- Professional Engineer (PE) license preferred.
SKILLS
- Strong knowledge of stormwater regulations, BMPs, and erosion/sediment control practices.
- Proficiency with GIS and stormwater modeling tools (e.g., SWMM, HEC-RAS) desirable.
- Excellent project management, communication, and public engagement skills.
- Ability to interpret and apply environmental regulations and engineering standards.
- Effective communicator with strong ability to train fellow employees and the public
- Strong ability to utilize city work order system software, city computer systems, and general office programs ( Microsoft Suite, GIS, etc)
REQUIREMENTS
- Occasional evening or weekend work may be required to ensure operational needs are met.
· Ability to work in a variety of extensive field work, outdoor environments, including inclement weather conditions.
· Ability to lift and carry items up to 50 lbs.
