JOB SUMMARY
This position provides managerial oversight for City facilities operations and facilities-related capital projects within the Infrastructure & Amenities portfolio. Reporting to the Assistant City Manager, the Facilities Manager ensures City buildings and facilities are safe, functional, and properly maintained in accordance with applicable standards, and coordinates inspections, maintenance activities, and capital improvements based on onsite assessments and operational planning.
The role focuses on inspection, planning, contractor coordination, and facilities project oversight within a lean municipal service delivery structure, working collaboratively with internal departments, contractors, and consultants rather than through direct staff supervision. The Facilities Manager applies working knowledge of building systems—including HVAC, electrical systems, generators, and building technologies—to assess system performance, identify deficiencies, and support lifecycle planning for facilities and equipment.
While primarily responsible for oversight and coordination, the role is expected to troubleshoot and resolve routine or minor facilities issues directly when appropriate to support operational continuity and maintain safe, efficient operations.
ESSENTIAL JOB FUNCTIONS:
MINIMUM REQUIREMENTS:
Bachelor’s degree in Facilities Management, Engineering, Architecture, Business Administration, Construction Management, or a closely related field; and five (5) years of progressively responsible experience in facilities management, facilities-related capital projects, or building systems oversight; or an equivalent combination of education, training, and experience. Must possess and maintain a valid State of Georgia driver’s license.
Preferred Qualifications: Certified Facility Manager (CFM) or Facilities Management Administrator (FMA), or equivalent professional certification. Experience with advanced HVAC systems, building automation systems (BAS), and smart building technologies. Experience supporting capital planning, lifecycle cost analysis, or asset management programs
Knowledge, Skills and Abilities:
· Knowledge of facilities management practices, building maintenance standards, and coordination of facilities-related capital projects within a lean municipal operational structure
· Knowledge of mechanical, electrical, HVAC systems, generators, and building technologies sufficient to assess system performance, identify deficiencies, and support maintenance and replacement planning
· Knowledge of applicable safety standards, codes, and regulatory requirements related to facilities operations and maintenance
· Skill in conducting site inspections, evaluating facility conditions, and documenting maintenance needs, system performance, and project observations
· Skill in troubleshooting facilities systems and coordinating appropriate corrective actions, including performing minor corrective measures when appropriate
· Skill in coordinating contractors, consultants, and internal staff to support timely and effective delivery of facilities maintenance and capital projects
· Ability to interpret inspection reports, plans, specifications, and project documentation to inform decision-making and recommendations
· Ability to evaluate asset condition and estimate remaining useful life to support maintenance prioritization and capital planning
· Ability to track project progress, budgets, schedules, and corrective actions related to facilities work
· Ability to proactively identify safety hazards and operational risks and support appropriate mitigation actions
· Ability to prepare clear reports and communicate findings, recommendations, and status updates to management and stakeholders
· Ability to exercise sound judgment and operate independently within established City policies, procedures, and operational guidelines

· Regulatory Compliance & Risk Awareness – Applies knowledge of facilities systems, safety practices, and applicable codes to identify risks, proactively address hazards, and support compliance through inspection, monitoring, and corrective action.
· Technical Problem Solving & Judgment – Applies working knowledge of building systems to assess performance, troubleshoot issues, coordinate solutions, and resolve minor problems when appropriate, ensuring continuity of operations within a lean service delivery model.
PHYSICAL DEMANDS:
Ability to sit, stand, and walk for extended periods. Ability to conduct frequent site inspections of City facilities and capital project sites, which may involve walking on uneven terrain, climbing stairs or ladders, and exposure to indoor mechanical spaces and outdoor weather conditions. Occasional lifting, carrying, or moving of objects weighing up to 40 pounds. Frequent use of computer, telephone, and standard office equipment. Ability to drive a vehicle and travel to various facilities and project sites as require.
WORK ENVIRONMENT:
Work is performed in a combination of office, indoor facilities, and field environments. Regular site visits are required to City buildings, facilities, and capital project locations. The position may involve exposure to mechanical rooms, construction sites, outdoor weather conditions, noise, and active work environments during inspections, coordination, and project oversight activities.
