Chief Appraiser Tax Assessor
JOB SUMMARY
This position is responsible for directing and managing the work of the Tax Assessor’s Office.
MAJOR DUTIES
· Directs, plans, and organizes the activities and personnel of the department.
· Directs and manages department goals and objectives; coordinates work processes to completion.
· Develops procedures and guidelines for all appraisal activity.
· Develops schedules for valuation of land and all improvements.
· Develops and monitors the department budget.
· Directs and assists in supervising employees.
· Resolves problems related to unusual and complex situations.
· Ensures equitable valuation of all property and fair and equitable treatment of all appellants to various boards and courts.
· Provides information to the BOA and BOE and Superior Court regarding valuation and assessments on those properties where appeals have been made.
· Submits an updated Tax Digest to the Tax Commissioner.
· Attends and passes continuing education courses required by the Department of Revenue to maintain certification.
· Handles BOE appeals.
· Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
· Knowledge of principles and practices of public administration, management, and supervisory techniques.
· Knowledge of relevant local and state laws and regulations regarding property appraisal.
· Knowledge of budget development and implementation.
· Knowledge of mass appraisal techniques.
· Knowledge of computer data system (WinGap) and Geographic Information System.
· Skill in organizing and directing activities of subordinate personnel.
· Skill in directing all phases of county-wide property revaluations.
· Skill in performing all phases of mass appraisal, including development of prices and valuation schedules.
· Skill in maintaining effective working relationships.
· Skill in planning and conducting training programs for subordinate appraisal personnel.
· Skill in effectively dealing with the general public and other governmental agencies.
SUPERVISORY CONTROLS
The Board of Assessors assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include local, state, and federal laws, Georgia Department of Revenue rules and regulations, BOA policies and procedures, and Board of Commissioners policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
· The work consists of varied supervisory and management duties. Keeping up with changing laws contributes to the complexity of the position.
· The purpose of this position is to produce a Tax Digest approvable by the Board of Assessors and acceptable by the Georgia Department of Revenue. Successful performance helps ensure the accurate and efficient appraisal of property taxes.

· Contacts are typically with the Tax Commissioner, Georgia Department of Revenue, Clerk of Court, vendors, and the general public.
· Contacts are typically to give or exchange information; to provide services; and to resolve problems.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
· The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
· The work is typically performed in the field, an office, library, or computer room.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position exercises direct supervision over Deputy Chief Appraiser (1), Real Property Appraiser I (3), Personal Property Appraisal I (1), Mapper & Conservation Appraiser I (1), and Appraisal Clerk (1).
MINIMUM QUALIFICATIONS
· Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
· Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
· Ability to meet necessary requirements of Appraiser I, II, III, or IV as mandated by the Georgia Department of Revenue.
