Position Overview

Under the direction of the City Manager, the Finance & Human Resources Director

oversees all financial operations, budgetary planning, and human resources

functions of the City of Blakely. This senior leadership position is responsible for

ensuring fiscal integrity, regulatory compliance, and a high-performing, engaged

municipal workforce. The Director serves as a key advisor to the City Manager and

City Council on all matters of financial strategy and personnel administration.

Responsibilities

Finance & Accounting

• Prepare and manage the annual municipal budget in collaboration with the City

Manager and department heads

• Oversee accounts payable, accounts receivable, payroll, and general ledger

functions

• Coordinate and facilitate the annual independent financial audit; prepare financial

statements

• Monitor cash flow and fund balances to ensure financial stability

• Ensure compliance with GAAP, GASB standards, and all applicable state and

federal regulations

• Administer grant accounting, reporting, and compliance for federal and state

awards

• Provide timely financial reports and analysis to the City Manager and City Council

• Oversee procurement/inventory procedures and contract administration

• Administer recruitment, onboarding, classification, and compensation programs

city-wide

Human Resources


Manage employee benefits programs including health insurance, retirement

(GMEBS/GRS/Deferred Comp), and leave policies

• Ensure compliance with FLSA, ADA, FMLA, EEO, and all applicable labor laws

• Develop and maintain HR policies, the employee handbook, and personnel records

• Oversee employee relations, disciplinary processes, and grievance procedures per

Personnel Policy

• Design and coordinate training and professional development initiatives

• Administer workers' compensation and risk management programs

• Support a positive, inclusive workplace culture aligned with City values

Minimum Qualifications

• Bachelor’s degree in Accounting, Finance, Public Administration, Business

Administration, or a closely related field (Master’s degree preferred)

• Minimum five (5) years of progressively responsible experience in governmental

finance and/or human resources administration

• Demonstrated experience managing municipal budgets and financial reporting

• Knowledge of governmental accounting principles (GAAP/GASB) and Georgia

municipal finance law

• Experience with human resources administration, including benefits, employee

relations, and compliance

• Strong proficiency in financial management software and Microsoft Office Suite

• CGFO (Certified Government Finance Officer) or CPA designation preferred; SHRM

certification a plus

• Familiarity with Georgia Municipal Association (GMA) resources and GMEBS/GRS

retirement systems preferred

• Excellent written and oral communication skills; ability to present complex

financial data clearly to elected officials and the public

• Valid Georgia driver’s license and satisfactory background check required---
