Summary

The purpose of this job is to provide support services as prescribed by City Code and State of Georgia laws, including developing and maintaining City Council records and ensuring public information is accessible to City Council, City staff/departments and the public.

This position works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

·         Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

·         Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

·         Assists with the administration of Boards, Commissions and Authorities, including serving as a liaison between Boards and City Council, and coordinating selection process of new members.

·         Acts as official custodian of the City seal.

·         Serves as custodian for official City records, ensuring proper maintenance, storage, and timely disposal in accordance with state statutes; maintains records and files of contracts, ordinances, resolutions, interlocal agreements, council minutes, deeds, easements, grants, maintenance, performance bonds and other official records.

·         Plans and conducts all municipal elections.

·         Develops and manages operating budget for department.

·         Attests and seals official documents; certifies true and correct documents.

·         Maintains documentation relating various board and committee appointments, including processing applications and verifying applicant’s qualifications, and processing resignations.

·         Processes and routes incoming legal actions (lawsuits, etc.) to the appropriate City departments for action; file and record for future reference.

·         Performs research of prior records for City Council related to City Code, Council Minutes.

·         Processes and routes incoming citizens' petitions to the appropriate City departments for action; file and record original petition for future reference.

·         Prepares correspondence as required by the City Manager’s office or City Council.

·         Performs related work as required.

Minimum Education and Experience Requirements:

·         Requires Municipal Clerk Certification or the ability to obtain within a reasonable timeframe.

·         Prefers four (4) years of administrative experience; or an equivalent combination of education, training and experience. 

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

·         Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Special Certifications and Licenses:

  • Requires Certified Municipal Clerk designation or the ability to obtain the Certified Municipal Clerk designation within one (1) year.

·         Must possess and maintain a valid state driver’s license with an acceptable driving history.
