Job Summary

The City of Emerson is seeking a qualified and detail-oriented professional to serve as City Clerk. This position operates under the direction of the City Manager and is responsible for maintaining official City records, serving as custodian of the City seal, and ensuring compliance with applicable laws and regulations. The City Clerk attends City Council meetings, prepares agendas, records minutes, and supports municipal operations through administrative leadership, records management, and public service functions.

Essential Duties and Responsibilities

  • Attend and record minutes of City Council meetings and proceedings.

  • Prepare Council agendas and assemble meeting packets.

  • Maintain custody of official City records and the City seal.

  • Maintain and update the City Charter and Code of Ordinances.

  • Serve as Chief Registrar and City Election Superintendent.

  • Serve as Human Resource and Payroll Administrator

  • Supervise clerical staff and coordinate administrative functions.

  • Ensure compliance with Open Records laws and applicable regulations.

  • Provide public information and customer service.

  • Perform additional duties as assigned.

 

Minimum Qualifications

  • High school diploma or GED, Associate’s degree in business, public administration or related field from an accredited college or university with three years experience in municipal government administration or any equivalent combination of education, training and experience, which provides the necessary knowledge, skills, and abilities for this position.

  • Valid Georgia driver’s license.

  • Knowledge of municipal government operations and records management.

  • Strong written and verbal communication skills.

  • Ability to manage multiple priorities and maintain confidentiality.

 

Physical Requirements and Work Environment

While performing the duties of this job, the employee is frequently required to sit and talk or hear, using hands to finger, handle, feel, or operate objects or controls; and reach with hands and arms.  The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus. This job is typically performed in an office environment.
