Accounting Manager


Summary

JOB SUMMARY

Supervises and administers all accounting activities for the City of Commerce. Duties include but are not limited to, ensuring compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB), federal and state laws, and the City of Commerce policies and procedures. In addition, will assist with the annual budget, developing internal accounting controls, financial reporting to city officials, capital assets, and audit processes. 

ESSENTIAL JOB FUNCTIONS

·       Assists the Finance Director with external auditors by providing needed data and responding to inquiries; coordinates year-end closing activities and work papers.

·       Assists the City of Commerce utility billing and collection operations, as needed.

·       Assists with accounting functions, including accounts payable and accounts receivable activities; makes adjusting journal entries as necessary.

·       Assists in the development of the annual City of Commerce operating budget and the capital improvement programs; attends budget hearings; assists department heads as requested.

·       Attends City Council meetings; prepares and presents monthly financial reports, as needed.

·       Assists in the development of the annual department operating budget and monitors expenditures under the current budget.

·       Develops training programs for users of the automated financial system.

·       Maintains the fixed asset inventory and reporting system for the City of Commerce.

·       Manages the cash management program including banking relations, uses automated systems to process banking transactions; oversees all banking activities and reconciles statements.

·       Prepares financial reports and other specialized reports as requested; closes books.

·       Manages the general ledger for all funds and accounts for the City of Commerce.

·       Monitors expenditure levels of all City of Commerce departments for compliance with budgetary and management objectives.

·       Oversees the operations of the City of Commerce internal auditing system.

·       Assists in the oversight of the financial management of grants received.

·       Plans, organizes, and directs data processing and information service functions.

·       Prepares revenue forecasts for budget and management decisions.

·       Performs other duties as assigned.

 

QUALIFICATIONS

 

Minimum Education and Experience:

Bachelor's degree in Accounting or related field and two (2) years of related experience, or equivalent combination of education and experience.

Ability to be bonded.

 

Knowledge, Skills and Abilities:   

  • Knowledge of government accounting and auditing principles and practices.
  • Knowledge of the principles and practices of public finance and budgeting.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of municipal utility billing and collection operations.
  • Knowledge of the principles and practices of computerized financial information management.
  • Knowledge of economic trend forecasting and analysis techniques.
  • Knowledge of special requirements pertaining to accounting for and investment of government funds.
  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
  • Skill in decision making.
  • Skill in utilizing financial computer software programs.
  • Skill in compiling information and preparing reports.
  • Skill in operating office equipment such as a computers, calculators, copiers, and facsimile machine.
  • Skill in interpersonal relations both internally and externally to the organization.
  • Skill in oral and written communication. 

PHYSICAL DEMANDS

Work is typically performed while sitting at a desk or table, with intermittent standing or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, and must be able to distinguish between shades of color.

WORK ENVIRONMENT

Work is typically performed in an office.
