JOB SUMMARY
The Permits & Development Coordinator is responsible for coordinating administrative and operational functions related to zoning, land development, permitting, records management, and customer service activities within the Community Development Department. The position serves as a liaison between applicants, contractors, developers, regulatory agencies, and City staff to support timely review and processing of permits, development applications, inspections, and related documentation while ensuring compliance with applicable codes, ordinances, policies, and procedures.
The Coordinator supports the administration of the City’s permitting and development review processes by managing permitting software systems, coordinating interdepartmental workflows, maintaining official records, collecting fees, and communicating with stakeholders regarding permit and development requirements.
Coordinator II functions at a higher operational level with increased responsibility for complex permitting and development coordination activities, workflow oversight, technical guidance, and administration of multifaceted development and permitting processes.
ESSENTIAL JOB FUNCTIONS:
Zoning & Development Coordination
• Works with zoning and development staff to coordinate zoning verification activities for new construction, redevelopment, and tenant occupancy requests.
• Coordinates processing of Special Use Permit, Rezoning, Annexation, and related development applications, including application intake, routing, scheduling, and tracking within the City’s permitting software system.
• Processes land disturbance, grading, utility, and related development permit applications, including entry of plans, supporting documentation, studies, and review comments into the permitting portal.
• Coordinates workflow with City departments, external agencies, and reviewers to facilitate timely completion of permit and development reviews.
• Maintains communication with applicants, contractors, developers, engineers, architects, and the public regarding application status, review comments, permit requirements, and development processes.
Permitting & Development Administration
• Processes applications for commercial and residential building permits, trade permits, accessory structures, tenant occupancy requests, utility permits, and related development activities.
• Calculates, assesses, collects, and records permit fees, plan review fees, inspection fees, impact fees, and related development charges in accordance with established fee schedules and procedures.
• Issues permits, Certificates of Occupancy, and related approvals upon completion of required reviews and inspections as authorized.
• Verifies state and local licensing requirements for contractors and permit applicants.
• Provides technical guidance and procedural assistance regarding permit requirements, development processes, and applicable regulations.
• Maintains accurate and complete records of permit activity, construction progress, inspections, approvals, and associated documentation.
Administrative & Records Management
• Processes Open Records Requests (ORR) and maintains records in accordance with established retention requirements and applicable policies.
• Creates and distributes Official Address Notifications and maintains related records and documentation.
• Maintains permitting software systems, files, databases, calendars, reports, correspondence, and departmental records.
• Researches property, parcel, permit, and land use information utilizing GIS mapping systems, permitting software, and financial systems.
• Assists with preparation and maintenance of stormwater utility and land use databases.
• Provides customer service and responds to inquiries in person, electronically, and by telephone regarding permits, zoning, development requirements, and related departmental activities.
• Assists with mailings, meeting coordination, correspondence, reports, and other administrative support functions as assigned.
• Attends and participates in professional meetings, training, and continuing education activities.
• Performs other related duties as assigned.
MINIMUM REQUIREMENTS:
COORDINATOR I – High school diploma or GED; one (1) to two (2) years of related administrative, permitting, customer service, records management, or development support experience; or an equivalent combination of education, training, and experience.
COORDINATOR II – Associate degree in Planning, Public Administration, Business Administration, Construction Management, or related field; and three (3) to five (5) years of progressively responsible experience in permitting, development coordination, zoning administration, land development, municipal administration, or related functions; or an equivalent combination of education, training, and experience.
Preferred Qualifications: Experience utilizing permitting, zoning, GIS, or land management software systems. Local government or community development experience. Experience coordinating permitting or development review workflows. Georgia Association of Zoning Administrators (GAZA), ICC Permit Technician, or related certification preferred.
Knowledge, Skills and Abilities:
• Knowledge of permitting, zoning, land development, records management, and customer service practices and procedures.
• Knowledge of applicable City codes, ordinances, development regulations, permitting requirements, and related policies and procedures.
• Knowledge of permitting software systems, GIS systems, office technology, and standard administrative practices.
• Skill in organization, records management, customer service, data entry, and coordinating multiple assignments and workflows.
• Skill in communicating effectively verbally and in writing with City staff, contractors, developers, consultants, regulatory agencies, and the public.
• Ability to interpret and apply policies, ordinances, procedures, fee schedules, and development requirements.
• Ability to establish and maintain effective working relationships with employees, contractors, developers, consultants, regulatory agencies, and the general public.
• Ability to maintain accurate records, prepare reports and correspondence, and operate within established departmental procedures and timelines.
• Ability to maintain confidentiality and exercise sound judgment in the performance of assigned duties.
PHYSICAL DEMANDS:
The work is sedentary work. The employee is occasionally required to exert up to twenty (20) pounds of force and/or light physical effort involving lifting, carrying, pushing, and/or pulling objects and materials of light weight. Work is typically performed at a desk with intermittent periods of standing or walking. This position occasionally requires the ability to perceive and discriminate sounds and visual cues or signals.
WORK ENVIRONMENT:
Work is typically performed in an office environment with frequent interaction with employees, contractors, developers, consultants, external agencies, and the public.
