JOB SUMMARY
This position performs professional and administrative Human Resources (HR) duties supporting recruitment, onboarding, employee services, personnel records administration, benefits coordination, HR systems administration, training support, and related HR functions. Reporting to the HR Director or designee, the position assists with operational HR activities while ensuring compliance with established policies, procedures, and applicable laws. The role focuses on executing and coordinating recurring HR functions within a lean municipal service delivery environment and collaborates with employees, supervisors, departments, and external partners to support workforce operations and service delivery needs. The position also participates in a structured developmental pathway designed to build broader organizational knowledge and future organizational capacity through coordinated exposure to HR operations, cross-functional processes, and developmental assignments that support workforce continuity and organizational learning. While primarily responsible for operational support and coordination, the position exercises independent judgment within established guidelines and supports departmental priorities and workforce development initiatives as assigned.
ESSENTIAL JOB FUNCTIONS:
· Assist with preparing, posting, and maintaining employment opportunities through approved recruitment channels; review applications for minimum qualifications and coordinate recruitment logistics, including interviews, candidate communications, outreach activities, and job fairs.
· Prepare onboarding materials and coordinate pre-employment activities, including background checks, required documentation, orientation activities, and onboarding processes.
· Assist with processing personnel actions, including new hires, promotions, transfers, and separations in accordance with established procedures.
· Maintain personnel files, HR records, electronic documentation, and employee information systems in accordance with established records retention requirements, confidentiality standards, and applicable policies and regulations.
· Assist with benefits administration activities, including employee changes, enrollment updates, documentation, and serving as an initial point of contact for routine employee questions regarding policies, payroll, benefits, and HR procedures; refer complex issues through established channels as appropriate.
· Support administration and tracking of performance management systems, workforce metrics, dashboards, and related HR reporting functions.
· Coordinate employee training activities and assist with tracking participation, maintaining records, and drafting communications related to training, wellness activities, and employee programs.
· Assist with employee wellness activities, employee events, and related workforce support efforts.
· Participate in structured cross-training and developmental assignments designed to broaden organizational knowledge and support operational continuity efforts.
· Participate in meetings, committees, and special projects as assigned.
· Perform other related duties as assigned.
MINIMUM REQUIREMENTS:
Associate degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a closely related field; and experience in HR, administrative support, employee services, or related functions; or an equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the position. Must possess and maintain a valid State of Georgia driver's license.
Preferred Qualifications: Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a closely related field. Previous Human Resources, HR internship, HR Coordinator, HR Generalist, or related administrative experience. Experience with Human Resource Information Systems (HRIS). PHR, SHRM-CP, CHRM, or other HR certification (or pursuit of certification). Local government experience preferred.
Knowledge, Skills, and Abilities:
· Knowledge of principles, practices, and procedures related to HR administration, recruitment, onboarding, records management, and employee services.
· Knowledge of applicable federal, state, and local employment laws, regulations, and confidentiality requirements.
· Skill in using Microsoft Office applications, HR information systems, and related technology.
· Skills in organization, recordkeeping, communication, customer service, and managing multiple assignments.
· Ability to establish and maintain effective working relationships with employees, supervisors, and external partners.
· Ability to interpret and apply policies, procedures, and administrative guidelines.
· Ability to maintain confidentiality, exercise sound judgment, and communicate effectively both verbally and in writing.
· Ability to organize information, prepare reports, and operate independently within established policies and procedures.
PHYSICAL DEMANDS:
Ability to sit, stand, and walk for extended periods. Frequent use of computers, telephones, and standard office equipment. Occasional lifting, carrying, or moving of objects weighing up to twenty (20) pounds. May require attendance at meetings, recruitment events, training activities, and other work-related functions.
WORK ENVIRONMENT:
Work is primarily performed in an office environment with occasional travel to meetings, recruitment activities, training events, and City facilities. Work may involve interaction with employees, applicants, and external organizations in a variety of professional settings.
