Finance Officer


Summary

PURPOSE OF CLASSIFICATION

The purpose of this classification is to direct the activities of the City’s financial operations.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

A.    Develops internal financial controls, including drafting financial policies, procedures, and ordinances; ensures that fixed assets and other inventory systems are maintained; conducts internal audits and oversee external audits.

B.     Coordinates the development of capital and operating budgets for the city; develops budget calendar and instructions; prepares projects and maintains five-year financial models; monitors and amends the approved budget.

C.     Coordinates all accounting, auditing, and financial reporting functions.

D.    Coordinates citywide purchasing activities and approves purchase orders.

E.     Coordinates the issuance of debt; ensures compliance with all rules and standards; maintains debt service.

F.      Coordinates investment, treasury management and banking relations functions.

G.    Performs functions related to accounts payable.

H.    Performs special projects assigned by the City Administrator/Council. 

I.        Serves as part of the City Administrative team; works with City Administrator to coordinate City administrative tasks.  

J.       Prepares or completes various forms, reports, and correspondence.  

K.    Operates a personal computer, fax machine, copier, and other office equipment as necessary to complete essential functions; utilizes database and related office programs to complete daily tasks.

L.     Conducts research of internet sites, electronic resources, hardcopy materials, or other sources as needed; compiles statistical or administrative data; analyzes and/or summarizes data; prepares reports.

M.   Coordinates or conducts special projects as assigned.

N.    Assists with financial functions such as accounts receivable, purchasing, and revenue collection.

O.    Attends meetings and serves on committees as needed.

P.      Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

MINIMUM QUALIFICATIONS

A.    Bachelor’s Degree in finance, accounting, business administration, public administration, or related field;

B.     Minimum of three years of experience in finance, auditing, financial services;

C.     Supplemented experience in public finance or administration preferred.

D.    Or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

E.     Possession of a valid driver’s license.
